Garage Supervisor

PAY RATE: Based on Experience

DEPARTMENT: Garage, City of Cartersville


JOB SUMMARY: This position is responsible for planning, directing, supervising, and coordinating the daily operations of the City Garage. The Garage Supervisor oversees the maintenance and repair of City vehicles and equipment and supervises assigned garage personnel, including mechanics. This position ensures that preventive maintenance and repairs are completed safely, efficiently, accurately, and in a timely manner to maximize vehicle and equipment availability and the effective use of City resources.
MAJOR DUTIES:

  • Manages and directs the daily operations of the City Garage.
  • Supervises assigned garage personnel, including mechanics and other shop employees.
  • Prioritizes, schedules, and assigns preventive maintenance, diagnostic, and repair work based on operational needs, safety considerations, and vehicle and equipment availability.
  • Provides technical direction and assistance to mechanics in diagnosing and repairing complex mechanical, electrical, hydraulic, transmission, brake, engine, heating and air conditioning, and other vehicle and equipment systems.
  • Reviews and inspects completed work to ensure repairs are accurate, complete, safe, and consistent with established procedures and manufacturer specifications.
  • Monitors the progress of repair assignments and adjusts workloads and priorities as necessary to minimize vehicle and equipment downtime.
  • Develops, implements, and manages an ongoing preventive maintenance program for City vehicles and equipment.
  • Ensures scheduled preventive maintenance is completed and properly documented.
  • Oversees emergency repairs and coordinates responses to vehicle and equipment failures in the field.
  • Performs or assists with complex preventive and corrective maintenance procedures when necessary.
  • Trains, instructs, counsels, and evaluates assigned employees and promotes safe and effective work practices.
  • Ensures employees properly use, maintain, and account for City-owned tools, diagnostic equipment, shop equipment, and other assigned resources.
  • Maintains and oversees vehicle and equipment maintenance and repair records.
  • Coordinates the maintenance of parts inventory and the purchase of parts, tools, equipment, supplies, fuel, oil, and other materials required for garage operations.
  • Obtains price quotes, evaluates products and services, and ensures purchases meet City requirements and applicable standards.
  • Assists in preparing and administering the Garage operating budget; monitors expenditures and assists in projecting future vehicle, equipment, maintenance, and replacement needs.
  • Assists with or prepares specifications for the purchase of vehicles and equipment and provides technical assistance to other City departments regarding vehicle and equipment needs.
  • Inspects and road-tests vehicles and operates equipment as necessary to evaluate performance, diagnose problems, and verify completed repairs.
  • Coordinates with City departments concerning vehicle and equipment maintenance schedules, repair status, operational needs, and return-to-service timelines.
  • Ensures the Garage and related work areas are maintained in a clean, orderly, and safe condition.
  • Ensures compliance with applicable federal and state regulations, OSHA requirements, manufacturer recommendations, and City policies and procedures.
  • Participates in interviewing, selecting, training, and evaluating garage personnel.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:
  • Knowledge of supervisory and management principles and practices.
  • Knowledge of the methods, materials, tools, diagnostic equipment, and techniques used in automotive and equipment maintenance and repair.
  • Thorough knowledge of preventive and corrective maintenance procedures.
  • Knowledge of the operating principles and repair of gasoline- and diesel-powered engines and related mechanical, electrical, hydraulic, transmission, braking, and other systems.
  • Knowledge of troubleshooting and diagnostic procedures for a wide variety of vehicles and equipment.
  • Knowledge of fleet maintenance and preventive maintenance scheduling practices.
  • Knowledge of applicable safety requirements and regulations.
  • Knowledge of state guidelines and standards applicable to the maintenance of emergency and municipal vehicles.
  • Knowledge of purchasing, inventory control, and record-keeping procedures.
  • Skill in diagnosing mechanical and equipment problems.
  • Skill in reviewing and evaluating the quality and completeness of maintenance and repair work.
  • Skill in planning, assigning, directing, and supervising the work of others.
  • Skill in establishing priorities and coordinating multiple repair and maintenance assignments.
  • Skill in operating automotive diagnostic equipment, power tools, and other garage equipment.
  • Skill in preparing and monitoring budgets and expenditures.
  • Skill in maintaining accurate maintenance, repair, inventory, fuel, and purchasing records.
  • Skill in interpersonal relations and in dealing effectively with employees, vendors, and representatives of other City departments.
  • Skill in oral and written communication.

MINIMUM QUALIFICATIONS:
  • Knowledge and level of competency commonly associated with the completion of specialized training in automotive, diesel, heavy equipment, fleet maintenance, or a related occupational field, in addition to basic skills typically associated with a high school education.
  • Experience sufficient to thoroughly understand automotive and equipment maintenance and repair and to effectively supervise employees performing such work.
  • Demonstrated experience diagnosing, maintaining, and repairing a variety of gasoline- and diesel-powered vehicles and equipment.
  • Supervisory, lead-worker, or shop management experience sufficient to demonstrate the ability to assign work, establish priorities, evaluate completed repairs, and resolve technical and personnel problems.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Ability to obtain and maintain any additional licenses, certifications, or training required by the City for assigned vehicles, equipment, or supervisory responsibilities.
SUPERVISORY CONTROLS: The Assistant City Manager or other designated City official assigns work in terms of departmental goals, objectives, policies, and priorities. The Garage Supervisor works independently in organizing and directing garage operations, establishing work priorities, assigning personnel, and ensuring deadlines and operational requirements are met. Work is reviewed through conferences, reports, observation of departmental activities, and overall effectiveness of garage operations.

GUIDELINES: Guidelines include applicable federal and state laws and regulations, OSHA requirements, manufacturer service manuals and specifications, parts catalogs, wiring diagrams, diagnostic procedures, preventive maintenance schedules, and City policies and procedures. These guidelines require judgment, selection, and interpretation in application. The Garage Supervisor assists in developing and implementing departmental procedures and operating guidelines.

COMPLEXITY: The work consists of varied technical, administrative, managerial, and supervisory duties associated with maintaining a diverse municipal fleet. The variety and complexity of vehicles and equipment, competing repair priorities, emergency maintenance requirements, personnel supervision, and the need to minimize equipment downtime contribute to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to manage the maintenance and repair operations of the City Garage. Successful performance ensures City vehicles and equipment are safe, properly maintained, and available for use; supports efficient delivery of services by City departments; and contributes to the effective use of City financial, personnel, and equipment resources.

PERSONAL CONTACTS: Contacts are typically with garage personnel, other City employees and department representatives, vendors, suppliers, contractors, and representatives of vehicle and equipment manufacturers.

PURPOSE OF CONTACTS: Contacts are typically to assign and coordinate work, exchange technical information, resolve maintenance and repair problems, obtain goods and services, coordinate vehicle availability, and aid City departments.

PHYSICAL DEMANDS: The work is performed while sitting, standing, walking, bending, crouching, or stooping. The employee may be required to lift light and heavy objects, climb ladders, work around or beneath vehicles and equipment, and use tools and equipment requiring a high degree of dexterity. The employee must be able to operate and evaluate various vehicles and equipment and distinguish between shades of color.

WORK ENVIRONMENT: The work is typically performed in an office, garage/shop environment, outdoors, and occasionally at field locations. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, automotive fluids, irritating chemicals, paint fumes, exhaust fumes, and inclement weather. The work requires appropriate use of personal protective equipment and adherence to established safety procedures.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervisory responsibility over assigned Garage personnel, including Mechanics, and may supervise other shop, parts, or support personnel as assigned.

Supervisory responsibilities include assigning and prioritizing work; providing technical guidance; monitoring employee performance; inspecting completed work; enforcing safety requirements and work procedures; providing training and counseling; participating in performance evaluations; and assisting with personnel selection and disciplinary matters.
